Introduce a new type of map objects for places without baths, saunas, etc., but related to onsen themes (onsen museums, Onsenji, etc.)

Consider introducing places that have no baths or saunas at all, but that you could at least partially enter, while still being directly related to onsen themes (like museums, Onsenji, steam towers, hells, etc.). Right now there is the Other category, but in my understanding "Other" is still a place where some action involving baths/saunas or similar can be done, just that another class does not fit. I do not want to mix cultural sites with that. I would not count cultural sites and visits to them toward onsen achievements, and would instead make separate ones specifically for them - that would put additional emphasis on them, so that people also pay attention to them, think about them, visit them, and support them. It may be worth moderating more strictly and making the ruling stricter.
